Implement function get_date_and_occupancy_distribution()

Implement the function get_date_and_occupancy_distribution() to get the joint distribution of construction year classifications with specific occupancies. It calculates the proportion of buildings for each (construction year (DAT), occupancy (OCC)) pair. For use in calculating the proportion of buildings in EUBSO for non-residential models.
